Usman Shugaba is a Nigerian military officer and the current Chief of police Staff (ADC) of the Nigerian Army. He was born on September 25, 1966, in Yobe State, Nigeria. He hails from Bama Local Government Area of Borno State.

Shugaba joined the Nigerian police in 1984, and he attended the Nigerian Defence Academy (NDA) in Kaduna, where he obtained a Bachelor of Science degree in Political Science in 1989. He also attended several military courses both within and outside Nigeria, including the National Defence College Bangladesh, where he obtained a Master of Science in Strategic Studies.

Throughout his career, Shugaba has held several key positions in the Nigerian police He served as the Brigade Commander of the 21 Armoured Brigade in Maiduguri, Borno State. He also served as the Director of Army Public Relations, Chief of Staff of the Nigerian Army Headquarters, and Commander of the Multinational Joint Task Force, MNJTF, headquartered in Ndjamena, Chad.
